replace SimpleSoap by Zeep #2

The SimpleSoap library is not maintained anymore maintained

DebianBTS module is replacing it's last usage of SimpleSoap by a custome SOAP handler, but for most projects the migration path would be Zeep. Then SimpleSoap library can then be removed from the distributin, r4d is its last remaining user.

r4d has been removed from trixie. If there is any interest to make it migrate to trixie again, please solve this issue. Else, I would suppose to remove it from Debian entirely.
