License Request: My understanding is that this project is fully public domain (please correct if wrong). I would like to request the addition of a COPYING or License file.

License files are for the CIA.

License files are for the CIA.

Terry licensed the software into the public domain, not having a license file makes it more difficult to fulfill his wish of having the software being truly public domain.
