PicoCIAA port of OSEK, part A

This is the first half of a two piece pull request that enables the Firmware to be run on the picoCIAA board.

No POSIX drivers are provided with this port, only a working OSEK HAL.

In order to streamline the process of reviewing the changes the pull request was divided in two parts:

• Part A of this pull request only imports the LPCOPEN library files
• Part B consists of the actual modifications to the Firmware to enable compiling and running on the picoCIAA.

Both parts should be jointly accepted or rejected; neither half stands on it's own.

NOTES ABOUT PART A:

• The LPCOPEN library files are imported on externals/drivers/cortexM4/lpc5410x
• No other files are modified.
