ciao-controller,ciao-image: Create ciao cluster docker registry service #732

create a ciao cluster docker registry that is accessible to any ciao compute node. This allows the ciao cluster to operate without access to the internet. This registry service should be deployed in a vm when the ciao cluster is started.

While issue #733 covers tenant private docker registry for k8s specific usage, I think this issue should #732 be specific about whether it is tenant private or cloud public. I think there's a use case for tenant-private beyond just the k8s one, and #733 is written specific to k8s in that it happens automatically if you instantiate the ciao-integrated k8s for a tentant.
