Tools - remove Stranded ships #108

Revise the Derelicts tools to optionally remove Stranded ships.

Wrinkle: Stranded Ships are no longer Derelicts (presumably to avoid them getting GC'd); rather, they are NeutralShips. Shouldn't be too much trouble, though, to write a tool that grabs all NeutralShips named "Stranded Ship". It occurred to me that it would be worthwhile to cull only those ships where the crew has already been rescued. Not seeing anything real obvious in the save file to facilitate that, though.

Putting a pin in this until the tool customizer is usable (#122).

122 is taking too long and this needs to ship sooner rather than later.

Create a tool that changes any Stranded Ship in a system not referenced by a rescue mission to Type Derelict.
