Use static libmodman for local copy build #141

Currently, libproxy includes a copy of libmodman for building with, if 
libmodman is not available in the system. I used the attached patch in building 
a deb, to build the internal libmodman as a static lib, to avoid installing a 
potentially conflicting copy.

Fixed in r756. I've had to rework the patch so it compile the libmodman.a file 
with -fPIC flag. I also remove the version properties and install instructions.
