Use hs4 category ids

level 1: ids 1340-1355 map to hs4 codes 106-916 (16 categories)
level 2: ids 1242-1339 map to hs4 codes 01-99 (100 categories)
level 3: ids 1-1240 map to hs4 codes 0101-9706 (9000 categories)

anomaly: id 1241 Natural cryolite  -> hs4 2527

Should talk to muhammed about this, high level categories (e.g. hs4 id 22) don't have aggregate ccpy data.
