Weird country codes bug #149

It really is a bug with the fact that hs4 doesn't have that data ... Works fine in sitc4. But since we store sitc4 / hs4 in a session cookie instead of the url (ugh) you have to:

- go to a different treemap page that works
- click sitc4
- go back to that url

And then it works ...

Returning an error message seems like the right thing to do here.

Bel redirects to blx

BLX (bel-luxembourg), GUF (french guiana) and EMU(european area) are weird zones that don't have data in hs4. I'm going to solve this by just reporting that to the user and maybe telling them to try sitc4.
