SITC stacked defaults to 2010 #336

Hit 2010.

Should at least be 2012 since HS4 goes up to there.

Not sure how to tackle this best - not sure if switching the user to 2013 from 2012 is annoying or helpful.

Found out that if you switch data sources on stacked, even if you were on a custom year range it defaults to the max year range - and that range was set to 1962 - 2010 on SITC. Updating it to 2013.
