Phased release configuration shouldn't be a no-op #28

Describe the bug Phased releases are unimplemented, but the docs don't indicate that

To Reproduce Steps to reproduce the behavior:

  1. Set enablePhasedRelease: true in configuration
  2. Run cider release
  3. Observe the phased release not being created

Expected behavior I expect the phased release feature to function unless indicated otherwise.
