Cider currently is able to update localizations where they do exist, and create them where they do not. This support should be extended to beta testers and beta groups as part of an effort to spruce them up.

When beta groups exist, update their properties and add/update any beta testers defined in the configuration. When they do not, create new beta groups and add/update any beta testers defined in the configuration.
When beta testers exist, update their properties. When they do not, create new beta testers with the defined properties.
