Ontologizing "sample collected by" / "sequence submitted by" #275

Finalize these picklists labels with CanCOGeN collaborators and stakeholders when we reach out again (mid-2022?) to make the next batch of templates. We'll house them in GENEPIO, but offer them to GAZ in case they'd prefer to home them.
