Allow users to select between conda, singularity, etc. for nf-ncov-voc

This issue is connected to https://github.com/cidgoh/VIRUS-MVP/issues/201 I believe we will need to install singularity inside the minimal docker container.

This may even be connected to https://github.com/cidgoh/VIRUS-MVP/issues/202.? While updating the container, having singularity installed will be essential
