Use new lint rules

This project uses semver, please check the scope of this pr:

• [ ] #none# - documentation fixes and/or test additions
• [ ] #patch# - backwards-compatible bug fix
• [ ] #minor# - adding functionality in a backwards-compatible manner
• [x] #major# - incompatible API change

CHANGELOG

• Upgraded eslint-config-frost-standard to ^7.0.0 (without this, consumers can't go past 6.x b/c even if they have 7.0 in their package.json, ember-test-utils will get it's own 6.x version that it will use instead.
• Fixed: Issue with using .eslintrc.js in this repo (Resolves #86)
