Remove blueprint helper and related files

This cannot be addressed until a series of other tasks that are being tracked outside of this repo (and organization) are completed. If you are not @notmessenger and are attempting to work this issue you MUST contact him first.

Delete:

• lib/utils/consumer.js
• lib/utils/npm.js
• lib/utils/package-handler.js
• tests/unit/lib/utils/.eslintrc.js
• tests/unit/lib/utils/consumer.js
• tests/unit/lib/utils/npm.js
• tests/unit/lib/utils/package-handler.js
