Assignment List / Operational Groups #42

clicking on assignment list button brings up window titled Operational Groups. it's kind of both at the same time, so I think it would be better to be consistent in naming and just pick one.

It's confusing that Branches, divisions and groups can have assignments and instructions, but task forces, strike teams, and individual resources can't. The same edit button is used for both, but has a different usage.

This might just be me not really being used to the fire system, but it's going to require whoever is using the program to already understand the difference between the six really well.

renamed to assignments list. As for the rest, that's just how they roll
