Rain of Fire is used at 24:01. First meteor hits at 24:03, Scorched Earth starts disappearing at 24:20, so it lasts 17 seconds, thanks to lag. The entire game is slowed by a factor 1.7, it seems, except for the music (which proves it's lag and not a slowed down video).
The bug is that RoF recharges at 25:01 in the video, i.e. in exactly 60 seconds, not 1.7 * 60 = 102 seconds as you would expect with this amount of lag. Somehow, the cooldowns do not get slowed down by lag, so you basically get to use spells way more often when the game lags.
