Add Cilium v1.13.0-rc5

Fix logic for RC releases add 1.13

Currently RC releases break the generate scripts. This simple fix allows RC builds to work.
Add CiliumConfig for 1.13

This should never get merged; this was just to generate working 1.13-rc5 manifests.
