Tweak the release note label message #4

Several first-time contributors (myself included) seem to understand the current message as "you need to set a release note in the original post for the bot to set a release note label" [1, 2]. This commit tweaks the message to try and avoid that.

Does this need a new release to apply? cilium/cilium#10610 just had the old message.

Why was this merged?! This should be modified here https://github.com/cilium/cilium/blob/master/.github/cilium-actions.yml#L42 not in this repo.

Ah, I see. This is only tests and examples. I'll send a PR to the cilium repo.
