images/bpftool: Update bpftool image #270

We want our bpftool image to support dumping netkit programs, with kernel commit torvalds/linux@bec981a4add6 ("bpftool: Extend net dump with netkit progs"). Let's update to a recent version: v7.4.0 was tagged yesterday, let's use the corresponding kernel commit.

Superseded by #271, because I need to open the PR from cilium/image-tools for the workflow to succeed.
