Add typescript.java.ts.core in-tree copy #767

This is a modified copy of typescript.java's ts.core module.

The source code has been reconstructed from the source jar available at https://repository.jsweet.org/artifactory/libs-release-local/org/jsweet/ext/typescript.java-ts.core/2.0.4/ since no other place could be found.

ts.core is required by transpiler, but the artifact is neither on Maven Central nor is the source code available on GitHub. The changes are minimal but required for transpiler to build.
