os.getcwd() when user doesn't provide argument for --conf-dir

no... for me it's counter intuitive, if there is no arguemnt is very likely missing

maybe for local checkout we shoud do the same, instead of local checkout call it --ansible-dir and make it mandatory, and.. one can use ./
