Messages are not being sent #1652

Describe the bug

Sometimes a message may or may not be sent. Probably related to network? There is no error in console or something like that.

It happens so often that i need to constantly restart cinny to check if it actually got sent, since it doesn't say by itself

Reproduction

  1. Open cinny and element (or any other matrix client)
  2. Reload network interface
  3. Send a message in cinny, there is a chance it won't be seen in element

Expected behavior

For the message to be sent

Platform and versions

1. OS: Archlinux (updated this morning)
2. Browser: webkit2gtk
3. v3.2.0
4. we run synapse on the office intranet, but the same issue happened with matrix.org and transgirl.cafe as well.

Additional context

The issue happens only about 10-15% of the time, so it is quite hard to catch. But it does happen very often

The worst part is that the message is not even shown as undelivered in GUI (aka marked in red or something)
