Bring in old issues that were maintained on cioos-siooc-datasets repo #29

Used to be the main area where the different datasets development issues were tracked.

We should bring in all those issues within this repository.

This can be done through the github cli tool https://jloh.co/posts/bulk-migrate-issues-github-cli/
