Add all GOOS EOVs to CKAN #129

Adding CIOOS support for all GOOS EOVs was recommended at the June EOV meeting and approved at the July 27th TC meeting, so support for these can be added to CKAN. Icons here: https://github.com/cioos-siooc/ckanext-cioos_theme/tree/master/ckanext/cioos_theme/public/base/images/eov-icons-svg
