see https://docs.google.com/spreadsheets/d/1Df6ahH6LTjGWqlcl_iR7VB9QEagPC3Hn/edit#gid=2053037376 for details of the mapping of old eov's to the new list. We can not due this programmatically as there is a many-to-many mapping between old eov's and new ones.

Contributors must update datasets on their systems for them to flow into cioos correctly. Unexpected / deprecated eov's will be dropped during harvest and will generate an error in the harvester.

closing this issue as it requires manually updating each dataset at the source. I will include a note in the release.
