Large reorganization of contents (moved sections around to be closer to related content)
Added extra content for clarity
Reformatted and linted content
Added table of contents (generated by VSCode Plugin yzhang.markdown-all-in-one)
Added Links to external resources, projects and applications as referenced
Added windows specific install instructions (WSL2 + Docker Desktop)
Fixed spelling errors, etc.
Updated Link in Readme.rst to use RST link format and not Markdown
