bodc alternative names are added as part of the variable attributes. For now, only variables used in the CCADI Use Case 3 are available.

@tratsimbazafy I added a few little changes to reflect our conversion.

~Moved temperature scale attributes IPTS-68 and ITS-90 to a scale attribute and out of the units~
Add missing bodc_alternative_labels based on a script that pulls the matching definition and alternative label for a specific sdn_parameter_urn. (code will be added in a separate branch)
Fix some case issues
- Rs-232 -> RS-232
- Gts-Do -> GTS-DO
- Gts-N2 -> GTS-N2
- Lisst - > LISST
Move units extension [...] to long_name attribute

I just moved the scale attribute to the long_name attribute to be consistent the other variables
