Add batch convertion module

The batch conversion module give the ability to run in batch the conversion of multiple files handled by the ocean-data-parser to either a new format or been outputted elsewhere like a database.

The batch configuration is based on a configuration file that is past when the tool is triggered.

The configuration give the ability to define:

• the files to convert
• the parser use
• the transformations needed with xarray.Dataset.pipe
• the logging configuration
• the File Conversion Registry method
• the output format and output path

I finally sucessfully merged resolved the different issues. This is a substantial merge that brings a number of different features
