initial commit of the ios.shell parser migration

Move the ios shell parser from the cioos-siooc_data_transform repository to the ocean-data-parser.

The following steps will need to be achieved prior to merge:

• [x] migrate code
• [x] migrate testing
• [x] test compare both parsers for differences
• [x] fix issues
• [x] refactor code to simplify things and drop duplicated code
• [x] improve docs
• [x] drop cioos-siooc_data_transform
• [ ] confirm docs is appropriately represented
• [ ] version and changelog
• [ ] merge

The conversion tool now present within this repo outputs a similar output to the cioos data transform. The latest commits are improving the output.
