Web page: 404 not working #75

Actually 404.html in place, but does not work.

Now working: Copied 404.html to new cip.github.com repo master branch. (= User Pages). Now this file is used instead of the wikionboard repo 404.html. Note that current 404.html is specific for wikionboard, which does not matter right now as no other of my repos has pages, it may however be a problem in future. An other minor issue is that existing path without index.html (e.g. http://cip.github.com/WikiOnBoard/assets/) still leads to the default github 404 page. (But hardly worth fixing). (more problematic example: http://cip.github.com/WikiOnBoard/2012/, but this is even much harder to fix)
