Having some time to do proper side by side comparisons on my end, the flame effect during the harrier scene is a couple seconds too long now (not a major issue so up to you if you want to adjust it further for accuracy really - just noting it here. It does end up obscuring this entire shot looking over Solidus's shoulder - examples are frame synced)
Perhaps they ran closer to 31 FPS?
Do you need tester for the patches? You should hire some i'm sure most of us would be happy to help. MGS3 being my favorite game in the franchise would be my pick.

I suspect that the bullet smoke effects (and possibly even the trails) are also running at double speed during this scene too. (Fortune's railgun charge up lightning effect is missing as well, pretty sure that's in the same boat as the rain though since the OG Xbox/PC ports had the same issue.)
Increasing the FPS past 60 in MGS2 still has many issues, so stick to 60 fps for now.
The main purpose of this PR is to fix some graphical effects that didn't scale properly to 60FPS in the re-releases of the game.
