An attempt to address https://github.com/circe/circe-golden/issues/188#issuecomment-1322187207

Used https://github.com/circe/circe-yaml/pull/348 as inspiration (as per the suggestion in the above comment)

I removed the JS submodule, as it seems that it had no sources in it, and the previous build was excluding it from root aggregation; if you run goldenJS/test on the current master it does not work in fact.

Let me know if there's anything further I can do!
