changed all imports to lowercase pycircstat #15

Also changed the directory containing the actual pycircstats package to lowercase, as in keeping with python convention (e.g. numpy, not NumPy).

Travis needs to be adapted to the new name as well. I guess this is a task for Matthias.

This pull request is now replaced by #16 (githubs reference feature is really cool. Just type a # and github will show auto completion for all issues and pull requests...).
