Support ghc-9.6/base-4.18 #246

To be up-to-date with the ecosystem and get re-enabled on stackage nightly build.

- rel8 < 0 # tried rel8-1.4.1.0, but its *library* requires base ^>=4.14 || ^>=4.15 || ^>=4.16 || ^>=4.17 and the snapshot contains base-4.18.0.0
