Remove circus-web dependency from tox.ini.

circus-web depends on a library called anyjson which cannot be installed with new version of setuptools, and anyjson is no longer maintained.

and circus-web is not used in the tests, so it should be removed.

Seems that we still need circus-web ...

@k4nar Do you think we should drop support for circus-web now ? I found circus-web still use some Python2 library, tornadoio2 for example.

circus-web has been unmaintained for a long time now, it's ok for me.
