Add manifest file for packaging #3

MANIFEST.in is required when readme is not one of README, README.rst, README.txt, RE ADME.md

Please, resubmit the repo to PyPi after merging this.

Thanks! I did it in a bit of a hurry last time :-) Let me know if there is anything missing.

You're welcome. I just did a test pip install and it works great, so I immediately added vcdvcd as a dependency of hdlcomposer and it's working perfectly there too.
