Add sctp module #75

SCTP protocol support in cirros is required for testing the OpenStack Octavia project.

we need to get c-i going again #76 . Otherwise I'd land this. I realize you're probably thinking "but its just a one line change". but without automated build and logs and such, i can't even actually (easily) verify if it did anything.

We need to merge https://github.com/cirros-dev/cirros/pull/88 to fix what I broke on Friday ;(
