Show localized document type name #35

The document type name shown in the selector is not localized, it shows the literal docType name (corresponding to the Akoma-Ntoso name) as specified in structure.json. This change allows specifying a localized name for the type (see the comments in the code Config.js)

Just a note on files changed :

added a new doctype config in languagePlugins for debateReport

the rest of the code is only changes in lime-core, you can search for tracing comment :

I am closing this PR ... will resend a new one with the sub-Type changes, since that also depends on this.
