🗣 Description

Removes existing unused issue templates and creates some more catch-all ones.

Updates each of the descriptions to provide a buffet of choices to funnel users into creating the right kind of issue.

💭 Motivation and Context

Several issue types are unused, so we've tailored these to be more useful.
