Fix version in latest ScubaGear documentation #1143

🐛 Summary

ScubaGear is preparing to release v1.3.0, but the documentation still reflects v1.2.0. Fix all versions to reflect the correct version. This includes shields.io badging and text in the documentation.

Steps to reproduce the behavior:

View README.md and other documentation files that include badging and text showing version as 1.2.0

Expected behavior

Documentation should reflect the upcoming 1.3.0 release version
