GitHub Pages view of documentation not rendering properly

🐛 Summary

After the latest update to the ScubaGear documentation, the auto-generated GitHub pages version is not correctly rendering the markdown text and is showing the unrendered Markdown source without links instead.

To reproduce

Steps to reproduce the behavior:

1. View https://cisagov.github.io/ScubaGear/

Expected behavior

The ScubaGear README.md and other documentation is faithfully rendered in HTML similar to the way GitHub renders the Markdown natively, but under the appropriate pages theme.
