Bump the Baseline version numbers from v0.1 to v0.2.

Motivation and context

Before making the 0.2 release bump ScubaGoggles from v0.1 to v0.2.

Implementation notes

Manipulate the version numbers in https://github.com/cisagov/ScubaGoggles/blob/main/utils/update_policyid_version.py to bump to v0.2
