OAuth API Scopes - User Improvement #283

In the README file, we have a list of OAuth API scopes that need to be enabled. The list is a bulleted list. Google takes a comma delimited list.

It might slightly improve user experience to be able to cut and paste this list easily.

@jkaufman-mitre I actually have a branch with an overall rehaul of the documentation, I'm implementing this there. I expect to put in a PR for it today, so no need for you to do it as well.
