Policy re-evaluation post 0.2 release

Possibly taking "to avoid unintentional replies and remind users to treat external messages with caution" out of the policy statement itself; the rationale covers the reasoning; and we want the policy statements to be as concise as possible.

Branch was created and changes were made. Waiting until the release of version 0.2 of the baselines before creating PR. Changes made in "gmail-changes-post-0.2"
