Policy re-evaluation post 0.2 release

Want to consider converting 9.2 into a note attached to 9.1, as it's purely a MAY statement.

Branch was created and changes were made. Waiting until the release of version 0.2 of the baselines before creating PR. Changes made in "gmail-changes-post-0.2"
