Alphabetize organizations in the dropdown list in the User Form

🗣 Description

Alphabetize organizations in the dropdown list in the User Form.

💭 Motivation and context

There is no current functionality that alphabetizes the dropdown of organizations in the User Form. CRASM-744

🧪 Testing

Go to Manage Users -> Select the View/Edit icon for any User -> Select the organization dropdown in the form -> Check if the list is alphabetized
