Rescue testing

🗣 Description

• Got rid of rescue block. We actually only need retries
• added a 'when' and check for if the file exits before the task runs (for idempotence)

💭 Motivation and context

• The SourcePoint fix had a check for if the file exists. When SourcePoint runs and fails, it still creates a file. This made that check pass and the bad file was used for the rest of the playbook

🧪 Testing

• ensure that if the sourcepoint task fails, it shows 'changed' on the retry
