Use correct base AMI owner account ID #21

🗣 Description

This pull request modifies the base AMI owner account ID so that it agrees with that used in our other Debian-based cisagov/*-packer repos.

Note that #19 must be merged before this pull request!

💭 Motivation and context

Consistency!

Resolves #20.
