Revert "Add NS records for Con-PCA" #35

After further discussions with @zenine07 and @jsf9k, we realized that we do not need any public DNS lookups for Con-PCA. All DNS will be handled in the COOL private zone (see https://github.com/cisagov/cool-pca-transitgateway-attachment/commit/af42c13e4f642cf718a3880a65ec34816af1f605).

Reverts cisagov/cool-dns-cyber.dhs.gov#34.
